What is CTO (Consent to Operate)?CTO, by contrast, is a permit that must be obtained before a project can launch production and operation. The precondition for MPCB to issue this permit is that the enterprise has completed the construction of all pollution prevention and control facilities.

The Maharashtra Pollution Control Board (MPCB) of India has now sorted out and publicized the relevant compliance requirements:First, the board clarifies all categories of market entities that must complete mandatory registration and obtain the two approvals of CTE and CTO, so that applicants can quickly check whether their entity falls within the regulatory scope;
second, it lists the full set of supporting documents required for the registration application. In Maharashtra, industries and business activities that generate trade effluent, sewage, emissions, dust, smoke, hazardous waste, biomedical waste, or other pollution are required to obtain consent from MPCB. Clearance is required in two stages: Consent to Establish before starting setup, and Consent to Operate before actual production.

Highly polluting industries (e.g. chemical manufacturing, basic drugs, pharmaceuticals, sugar, oil refineries, iron & steel). Subject to strict location limits and ETP/APCD standards.
Moderately polluting activities (e.g. food processing, paint blending, glass manufacture, automobile service centers, textile processing, hotels, diagnostic labs).
Low-polluting activities (e.g. small packaging units, food packaging, electronics assembly, dry garment stitching, warehouses, print shops).
Practically non-polluting activities. Exempted from standard CTE/CTO consent. A simple online registration/undertaking on the MPCB portal is generally sufficient.
Very low pollution or special monitoring activities, defined as per MPCB harmonization guidelines.
