MPCB will first conduct an on-site inspection to verify that the project’s pollution treatment capacity meets required standards, before issuing the certificate.

The Maharashtra Pollution Control Board (MPCB) of India has now sorted out and publicized the relevant compliance requirements:First, the board clarifies all categories of market entities that must complete mandatory registration and obtain the two approvals of CTE and CTO, so that applicants can quickly check whether their entity falls within the regulatory scope;

second, it lists the full set of supporting documents required for the registration application. All regulatory terms and proprietary document names retain their original wording, and all requirements are categorized and listed to fit ordinary applicants’ search and reference habits, with no redundant information included.

Who Needs to be Compulsorily Registered?

In Maharashtra, industries and business activities that generate trade effluent, sewage, emissions, dust, smoke, hazardous waste, biomedical waste, or other pollution are required to obtain consent from MPCB. Clearance is required in two stages: Consent to Establish before starting setup, and Consent to Operate before actual production.

MPCB Industry Categorization

MPCB groups activities into five categories based on environmental impact:

🔴 Red Category

Highly polluting industries (e.g. chemical manufacturing, basic drugs, pharmaceuticals, sugar, oil refineries, iron & steel). Subject to strict location limits and ETP/APCD standards.

🟠 Orange Category

Moderately polluting activities (e.g. food processing, paint blending, glass manufacture, automobile service centers, textile processing, hotels, diagnostic labs).

🟢 Green Category

Low-polluting activities (e.g. small packaging units, food packaging, electronics assembly, dry garment stitching, warehouses, print shops).

⚪ White Category

Practically non-polluting activities. Exempted from standard CTE/CTO consent. A simple online registration/undertaking on the MPCB portal is generally sufficient.

🔵 Blue Category

Very low pollution or special monitoring activities, defined as per MPCB harmonization guidelines.

The review and approval time limit for each link ranges from 3 to 45 working days, and the actual processing duration is affected by the industry classification and compliance status of the applicant entity.

Businesses must renew their CTO before the expiry of its validity period:
