Factory License in Haryana

Going to set up a manufacturing unit in Haryana?

Going to set up a manufacturing unit in Haryana? Factory License in Haryana needs to be in place as your first step towards setting up legally and running the manufacturing operations in a compliant manner. This license is issued in compliance with the Factories Act, 1948 and the Haryana Factories Rules, 1950. Obtaining this License is compulsory for setting up a factory in the state.

Applying for a Factory License in Haryana is not just a formality but a legal protection for factory owners ensuring that the factory is in compliance with the basic health and safety as well as employee welfare requirements. Haryana’s Labor Department will impose penalties and take legal action against any factory operating without a valid Factory License. Therefore, obtaining a Factory License is the most important step.

Factorylicense.in is your best option for a hassle free and fast receipt of this document. In compliance with the law, we help in taking your business to the next level.

Who Needs to be Compulsorily Registered?

In Haryana, getting a factory license is mandatory if your premises qualify as a "factory" under the Factories Act, 1948.

A factory license isn't just a regulatory checkbox—it's your business's foundation for sustainable growth and legal protection. You'll need this license when your operation:

Key Registration Criteria

  • 10 or more workers: Employs 10 or more workers with power or machinery.
  • 20 or more workers: Employs 20 or more workers without power.

Common Industrial Examples

Examples of businesses that commonly require a Factory License in Haryana:

  • Automobile component manufacturing
  • Garment and textile manufacturing units
  • Plastic molding and injection molding units
  • Food and beverage processing units
  • Metal fabrication and welding shops
  • Pharmaceutical manufacturing
  • Packaging and assembly units
  • Engineering workshops and job shops
  • Ceramic and tiles manufacturing

If you are the occupier of a factory, e.g. as the owner, partner, director, or authorized person, you must also obtain this license if you are occupying the premises by lease.

In Haryana, several successful businesses, from garment manufacturing units, auto component factories, food processing, printing, and engineering workshops, have appreciated the importance of licensing. Do not allow your business to operate in the grey; get licensed and protect your future.

The License must be applied for by the occupier of the factory, usually the owner, partner, director, or authorized person of the factory, regardless of whether the premises are owned or rented.

Penalties for Non-Compliance of Factory License Rules:

Having a valid Factory License in Haryana is required for every factory owner because it is a serious offense under the Factories Act if a factory is operated without a license. The consequence of this can be a monetary penalty of ₹1,50,000 with imprisonment up to 3 years.

As a factory owner, you should also renew your Factory License on time. If you apply for the renewal after the 30 days' notice period before expiration—worse, if you apply after the expiration—you must pay a late fee of 25% in addition to the regular annual license fee.

The online system calculates the late fee if applicable, and your total fee, which you are free to pay through a secure online payment system.

Timelines for Approval:

The Labour Department’s online portal typically approves factory licenses after 20 to 30 days of submitting a complete application for Haryana. This estimate is based on the assumption that all the documents are correct and there are no further queries.
