Fire NOC in Bihar
Fire No Objection Certificate (Fire NOC) issued by the Bihar State Fire Service is an official document with statutory legal force. It certifies that a building meets statutory fire safety standards, and confirms that the building is fully equipped with three categories of safety measures: fire prevention, fire extinguishing, and emergency evacuation. All buildings falling under specific categories must obtain this certificate before they can start operations or be officially occupied.
This regulation clearly states at its outset that the Fire NOC is a universal mandatory fire compliance certificate. A total of 11 types of premises are required to obtain this certificate, covering all people-dense or high fire risk scenarios, including high-rise residential buildings, commercial and office properties, medical and educational institutions, as well as industrial, mining and warehousing sites.
Mandatory Scope:
Required for all buildings and establishments falling under the specified high fire risk or public utility categories in Bihar before starting operations.

Learn more about the application, renewal, and amendment steps:
To obtain the fire safety no-objection certificate, applicants must complete the following procedures in sequence: collect and verify all required documents, prepare fire safety compliance documents, submit applications and pay required administrative fees via the designated platform, cooperate with reviews and on-site inspections conducted by fire safety personnel, and complete all necessary rectifications to secure final approval and receive the certificate.
Fire NOCs require regular renewal to maintain continuous compliance with fire safety requirements, and the renewal process is as follows: prepare the application and supporting documents, submit the application via the designated official online system, upload updated fire compliance records, the fire department will complete a review and inspection as needed, and collect the new certificate after the application is approved.
If any of the following six types of changes occur — changes to ownership, building use, building structure, gross floor area, addition of new equipment, or renovation of fire protection systems — an amendment application must be filed. The amendment process is: submit required materials, update relevant drawings, complete the fire department’s verification, undergo an on-site inspection if required, and collect the amended Fire NOC after the application is approved.
