2. Who Needs Compulsory Registration?

The Delhi Fire Services has clearly identified 11 categories of buildings that are legally required to obtain a Fire NOC before commencing operations. Failure to obtain the certificate in any of the following cases constitutes a violation of law:

3. Documents Required

Applicants must prepare and submit the following 10 standard documents. DFS may request additional materials based on individual review requirements:

Duly filled and signed Fire NOC Application Form (available at DFS office or online portal)

Proof of ownership or possession of premises (sale deed, lease agreement, allotment letter)

Architectural and building layout plan approved by MCD / NDMC / DDA, including fire escape routes

Certificate of Completion (CC) or Occupancy Certificate (OC) from the relevant municipal authority

Details and specifications of installed fire safety systems (fire alarm, sprinklers, extinguishers, hydrants)

Copy of property tax receipts for the current financial year

Electrical safety compliance certificate from a licensed electrical inspector

List of hazardous materials stored on premises (if applicable)

NOC from the Delhi Pollution Control Committee (for industrial applicants)

Valid identity proof of the applicant / authorized signatory (Aadhaar, PAN, passport)

5. Online Fire NOC Application Process

Delhi Fire Services offers a fully online application process for new Fire NOC applicants. The following 8-step procedure must be followed in sequence:

Log in and select 'Apply for New Fire NOC' from the services dashboard

Fill in the complete application form with building details, usage category, and contact information

Upload all required documents in the prescribed format (PDF/JPEG, max 5 MB each)

Pay the prescribed fee online using net banking, debit/credit card, or UPI

Submit the application and note the unique Application Reference Number (ARN) for tracking

DFS officers will conduct a document review followed by a mandatory on-site physical inspection

Upon successful clearance, the Fire NOC will be issued digitally and can be downloaded from the portal

6. Renewal Process

Fire NOCs are not permanent — they carry an expiry date. All certificate holders must initiate the renewal process before the expiry date. Late renewals attract penalties. The renewal process follows these 5 steps:

7. Amendment Process Trigger Scenarios

An amendment to an existing Fire NOC is required when there are material changes to the building, its usage, or its fire safety systems. There are 5 trigger scenarios that mandate an amendment application:

  • Change in the nature or category of business operations
  • Structural modifications, additions, or extensions to the building
  • Change in ownership or legal entity operating the premises
  • Significant upgrades or replacement of fire safety systems
  • Change in occupancy load (number of persons using the building)

Fire NOC fees in Delhi are not fixed — they are calculated on the basis of four key parameters: building type, built-up area, usage category, and the nature of the business. DFS may also levy additional charges for special inspections or expedited processing.

8. Penalties for Non-Compliance

Delhi Fire Services enforces strict penalties against establishments that violate Fire NOC requirements. The following 7 categories of penalties may be imposed on non-compliant premises:

  • Monetary fine ranging from ₹5,000 to ₹50,000 depending on the nature and severity of the violation
  • Sealing and closure of the premises until Fire NOC is obtained and compliance is achieved
  • Cancellation of existing trade licence or business registration
  • Criminal prosecution under the Delhi Fire Prevention and Fire Safety Act — punishable by imprisonment up to 2 years
  • Compounding fee in lieu of prosecution (at DFS discretion) for minor violations
  • Mandatory safety audit and remedial order requiring structural or equipment upgrades at the owner's cost
  • Public notice / blacklisting of repeat offenders in the DFS registry
